Walter Terris Winn, Jr., P.E., BCEE, DWRE, F. ASCE

Graduate of Texas Tech University with BS and MS degrees in Civil Engineering.  Married to Phyllis Hobart Winn with two children and 5 grandchildren.  Employed by CP&Y, Inc., an STV Company for 5 years.  Over 40 years of Civil/Environmental Engineering experience. Has been Project Manager/Project Engineer for numerous projects related to water supply, treatment and distribution, wastewater collection and treatment, storm water management, roadways, dams and spillways, air emissions control, spill control, solid and hazardous waste management and other projects.  Active in professional organizations including American Society of Civil Engineers, Nation Society of Professional Engineers, American Water Works Association, Water Environment Federation, and American Council of Engineering Companies.  Former owner of Winn Professional Engineers and Constructors, LLC, former Partner of KSA Engineers, Inc., and former Design Engineer with Brown & Root, Inc.  Also active in local church and community organizations.  He is a Board Certified Environmental Engineer, Diplomate Water Resources Engineer, and a Fellow of the American Society of Civil Engineers.  He was recipient of the East Texas Engineers Distinguished Service award in 2004 and named a Distinguished Engineer of the Whitacre College of Engineering at Texas Tech University in 2011.  He is a Past President of the Texas Section of American Society of Civil Engineers, Northeast Texas Section of Water Environment Association of Texas, Longview South Rotary Club, and Glenwood Water Supply Corporation.
